Bridford Parish Council minutes of meeting held on 8th September 2014

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall, originally scheduled for Monday September 1st, but due to unforeseen circumstances held on Monday 8th September 2014 at 7.00pm. Present: Cllrs S Purser (Chairman), A Lord, J Bingham, E Price, F Miles, Mrs J P Banks (Clerk). Cllr G Hearnden joined the meeting at 7.15pm and Cllr T Evans at 7.25pm.  No members of the public were in attendance.

MATTER ARISING 4   Minutes – the Parish Council resolved to approve the minutes of the Parish Council meeting held on 4th August  2014 as a true and accurate record of the meeting. 5     Allotments   – there has been no interest in the vacant allotment.  It will continue to be advertised in Unity magazine. 6     Play Area – the basketball court has been marked out by a local resident.  No reimbursement required. 7   Village Hall –  two new prospective committee members attended the meeting on 14th August and were co-opted on to the committee at the AGM on 5th September.  There is talk of running a youth club, but suitable volunteers will be required who will need to be CRB checked. 8     Snow Warden – there is a possible volunteer, Cllr Price will have a chat with them.  The post will still continue to be advertised in Unity magazine. ANY OTHER MATTERS ARISING 9   Meetings Attended by any members of the Parish Council – Cllr Lord attended a Village Hall meeting, see item 7 above. PLANNING Items for Discussion Item 10 was deferred pending a site visit and comments then submitted prior to the meeting due to the short timescales for responses to be submitted 10    Venn Bridge Yard, Teign Valley Road, Bridford – re proposed change of use of 250sqm of agricultural building and 250sqm of its curtilage to storage purposes for motor vehicles, building materials, tools and other equipment (DNPA ref 0412/14).         “The Parish Council has no objections” 11  Any items received for discussion since publication of the agenda – none Items for Information 12 Land at Heltor – update re enforcement order relating to removal of caravan. (DNPA ref. The Chairman checked the invoices to the cheque book and the reconciliation to the bank statement. FOR DISCUSSION 17   Annual CCD Rural Renaissance Conference 25th September – the Parish Council unanimously agreed that it should pay the £40 members fee for the Chairman to attend. 18   South West Resilience Campaign – the Parish Council agreed that it should send a letter of support to the Government. 19 The Right for Parish Councils to sell electricity – the Parish Council agreed that it should support this Sustainable Communities Act Proposal. 20   Does the PC wish to “Have a Field Day”? Bridford will not be participating. 21   Any items for discussion received since the publication of the agenda – none FOR INFORMATION 22  Invitation to celebrate a successful CAB year – Tuesday 7th October 4.00pm at Market Walk, Newton Abbot. 23   Devon Highways Parish & Town Council Conference – 29th September, Stokeinteignhead Village Hall.  The Chairman hopes to attend. 24   DALC AGM and Conference 2014 – 11th October, Westpoint, Exeter.  Bridford will not be represented. 25   PSMA Regional Event at Exeter 7th October 2014 – Cllr Hearnden will represent Bridford 26  Rural Renaissance Conference 25th September, Exeter Racecourse – The Chairman will attend. 27   Cosy Devon – helping to save energy and money – a new energy saving scheme backed by Devon County Council and the local authority launched across the county.  Visit cosydevon.com 28   Teignbridge Community Infrastructure Levy Charging Schedule approved – to view visit www.teignbridge.gov.uk/cil 29  Road Closure Notices – notification of various closures on the B3193 over the next few months. 30  Warnings – large number of ducks and chickens stolen from Doddiscombsleigh area. Residents advised to be vigilant.  Any information should be reported on the 101 telephone number. 31   Any items for information received since the publication of the agenda – none 32 District Councillors Report – one of the big current issues is a strata which will be a locally owned company by Teignbridge, Exeter and East Devon.  Will involve buying in / shared 76 facilities, all having the same kit.  A plan to modify a waste plant behind Old Forde House involving re-opening a road not used before, has been deferred to enable Overview & Scrutiny to obtain a proper report.  Plan Teignbridge – Abbotskerwell has taken a legal challenge against the plan and if successful, the plan could be thrown out. 33   Public Discussion – A Parish Councillor asked what is happening with the BT Fibre Optic Work.   This is still ongoing with work taking place at Christow and Longdown.
